The Morfeo Competence Center and Madrid On Rails organise a free seminar about FLOSS for the small-medium enterprises at the Madrid On Rails premises. Telefonica I+D, the GSyC/LibreSoft research group at the Universidad Rey Juan Carlos (URJC) and the CETTICO research group at the Universidad Politécnica de Madrid (UPM) join efforts to create the Spanish QualiPSo Open Source Competence Centre.
The QualiPSo consortium is aimed at helping industries and governments to fuel innovation and competitiveness by stimulating the use of low-cost, flexible, open source software to develop innovative and reliable information systems. In order to do this, it intends to define and implement the technologies, practices and policies that facilitate the development and use of such software, with the same level of accuracy and trust traditionally offered by proprietary software.
Within the QualiPSo consortium framework the goal of the competence centre is twofold: firstly, to take advantage of the results of QualiPSo both in technical terms (tools, platforms, etc.) and project experience, and secondly, to provide resources and support for open source software users, producers and consumers on quality-related topics, offering a set of basic services based on the results of QualiPSo consortium's works.
The project, funded by the European Commission under the Sixth Framework Program, includes the GSyC/LibreSoft research group at the Universidad Rey Juan Carlos (URJC) and Telefonica I+D among its members. The MORFEO community, in which also the CETTICO group from Universidad Politécnica de Madrid (UPM) acts as a permanent member of the Board of Direction, creates a link with the QualiPSo project through these three partners that are involved in the MORFEO community. This community will provide a knowledge base around a model associated with open source software and will provide enterprises with counselling on open source software-related issues.
The QualiPSo competence centre based in the MORFEO community, includes mechanisms for the adhesion of new members and will be strategically ruled trough its link with this community.
As part of the Open World Forum, France hosted the First International FLOSS Competence Centres Summit in 2009. After this summit wich was organized by the Qualipso Project and had over 35 participants from 4 continents representing 11 different Free/Libre/Open Source Software (FLOSS) Competence Centres around the globe. The momentum created was reflected on the establishment of an international network of Competence Centres to collaborate on the promotion of FLOSS. Currently an initial infrastructure is set up (http://www.flosscc.org) and some of the CC are interchanging experiences and even materials. The Morfeo CC is one of them and has been actively involved in those matters.
Morfeo Competence Center, which belongs to QualiPSo Competence Center network, has reached
an agreement with Open Movilforum to provide them virtual forge services. This will allow them to enjoy all the advantages of Morfeo forge, but with a view more focused in their projects and with a more similar appearance to Open Movilforum. Since December 2009, Open Movilforum has available the collaborative tools provided by Morfeo, while new look&feel for these tools, more aligned with Open Movilforum image, are being developed.
Open Movilforum is an open community that aims to foster the creation and usage of advanced pro
ducts and services incorporating operator cappacities. In this openess framework, Telefónica provides developers with a set of open APIs to interact with different mobility services, that will allow them to incorporate new functionalities to their applications. With the purpose of making easy the development of applications using these APIs, Open Movilforum is developing SDKs for several programming languages, using for this development task Morge forge currently, and virtual forge in the near future.
This collaboration with Morfeo Open Source Community will allow Open Movilforum to take advantage of the Competence Center experience, as well as the learning and promotion initiatives performed in the Community and the results of QualiPSo and Vulcano projects, that are working in the development of new generation forges and their results could be incorporated as part of the services provided by Morfeo.

Last QNB meeting, in Rome, network’s members evaluated and approved a new competence centre candidate: IPA QualiPSo Competence Centre.
IPA stands for Information-Technology Promotion Agency (IPA) of Japan and it is located in Tokyo. As its proposal says, “IPA CC is fostering OSS development and adoption”. To do that, IPA CC will starts developing an environment for evaluating OSS-products and later they will enhance their activities trying to offers services based on QualiPSo results.
As part of their experiences on OSS, IPA CC already shares a database about migration and efficiently use of OSS (OSS iPedia). In addition, soon they will provide to OSS developers users a testing environment fully accessible through Internet. (see OSS Open Lab description).

From Morfeo Competence Centre, we want to welcome IPA CC.
The Spanish Competence Center, associated to Morfeo Community, and belonging to QualiPSo Competence Center Network, collaborates in the diffusion of the training material generated in the QualiPSo project concerning the results obtained in it.
The Morfeo Formación project, developed within the Morfeo Community, has been generating and giving open courses about open source software for SME’s employees, in order to promote the OSS in the companies, during the last year and a half. This project has been aimed at Spanish employees during the first stage, but it’s planning to expand to Latin America in the near future.
Morfeo Formación has included the QualiPSo courses in its learning catalogue. The aim of this initiative is to disseminate the QualiPSo project in Spain and Latin America. By now, the QualiPSo training material (in PDF) is available in the project section inside the Morfeo forge. The courses are expected to be also included in the Moodle platform of the project during the next week.
